Atat\u00fcrk\u2019e kadar T\u00fcrkiye\u2019de, bilhassa geleneksel cemiyetin mukavemeti sebebiyle, modernle\u015fmenin yaln\u0131z teknikte ve usullerde m\u00fcmk\u00fcn ve arzu edilir bir \u015fey oldu\u011fu g\u00f6r\u00fc\u015f\u00fc h\u00e2kimdi.<\/p>\n\n\n\n

T\u00fcrkiye\u2019de modernle\u015fme hareketi as\u0131rlarca gerilere uzan\u0131r. Fakat ancak topyek\u00fbn modernle\u015fme, hayat g\u00f6r\u00fc\u015f\u00fcnde modernle\u015fme kavram\u0131 ile T\u00fcrkiye ger\u00e7ek modernle\u015fme yoluna girmi\u015ftir. Atat\u00fcrk\u2019\u00fcn radikalizmi, yaln\u0131z bir derece fark\u0131 de\u011fil, bir mahiyet fark\u0131 do\u011furmu\u015ftur.<\/p>\n\n\n\n

T\u00fcrkler, tarihleri boyunca ileri medeniyetleri benimsemekte daima b\u00fcy\u00fck kabiliyet g\u00f6stermi\u015flerdir. Burada Uygur medeniyetini, Hazarlar\u0131, nihayet \u0130sl\u00e2m k\u00fclt\u00fcr\u00fcn\u00fcn kabul\u00fcn\u00fc hat\u0131rlamak yeter. Osmanl\u0131lar, tarihlerinin ba\u015flang\u0131c\u0131ndan itibaren Bat\u0131\u2019n\u0131n kendileri i\u00e7in gerekli ara\u00e7lar\u0131n\u0131 iktibasta teredd\u00fct etmemi\u015flerdir. A\u015f\u0131k Pa\u015fa-z\u00e2de tarihindeki \u015fu s\u00f6zler, 15. as\u0131rda T\u00fcrkiye\u2019de \u00e2detlerde vuku bulan \u201cfrenkle\u015fmiye\u201d kar\u015f\u0131 geleneksel cemiyetteki tepkiyi g\u00f6stermektedir. O diyor ki: \u201c\u015eimdiki zamanda sakallar\u0131n kendi elleriyle keserler… bu sakal k\u0131rkmak \u00e2deti kad\u00eemi Frenkten kalm\u0131\u015ft\u0131r. Frenkten c\u00fcn\u00fcpl\u00fc a\u015f\u0131klar alm\u0131\u015flar. Bu yerlere Frenk gelme\u011fe ba\u015flay\u0131cak andan ald\u0131lar. \u015eimdiki zamanda sa\u00e7 gibi oldu ki, avratlar bile sa\u00e7\u0131n keserler ve erler sakallar\u0131n keserler.\u201d<\/p>\n\n\n\n

Geli\u015fme ve ilerleme ihtiyac\u0131n\u0131 \u015fiddetle duymas\u0131, bu maksatla gelene\u011fi k\u0131rarak her vas\u0131ta ve unsurdan faydalanma\u011fa \u00e7al\u0131\u015fmas\u0131 onun modernizmi hakk\u0131nda hi\u00e7 \u015f\u00fcphe b\u0131rakmaz.<\/p>\n\n\n\n

B\u00f6ylcce Osmanl\u0131 k\u00fclt\u00fcr\u00fc kl\u00e2sizmini<\/em> yapm\u0131\u015f, ba\u015fka ifade ile kaidele\u015fmi\u015f, kal\u0131bla\u015fm\u0131\u015f ve Osmanl\u0131lar\u0131n attitude<\/em>‘i art\u0131k iktibas ve de\u011fi\u015fmeye kar\u015f\u0131 olmu\u015ftur. Davran\u0131\u015fta de\u011fi\u015fiklik, de\u011fi\u015fme ve isl\u00e2h ihtiyac\u0131, ancak \u015fiddetli bir zaruret, bir m\u00fcdafaa ihtiyac\u0131, y\u00e2ni faide d\u00fc\u015f\u00fcncesiyle 1699\u2019da kendini g\u00f6sterecektir. Fakat 20. As\u0131r ba\u015f\u0131nda Ziya G\u00f6kalp\u2019dc bile modernle\u015fme, daha ziyade yaln\u0131z Bat\u0131 ilim ve teknolojisini iktibas \u015feklinde anla\u015f\u0131l\u0131yordu.<\/p>\n\n\n\n

Modernle\u015fmede Atat\u00fcrk ihtil\u00e2li topyek\u00fbn bir ihtil\u00e2ldir. O, Bat\u0131’y\u0131 hayat felsefesi ile ve onun b\u00fct\u00fcn senbolleri ve de\u011fer h\u00fck\u00fcmleriyle benimsiyordu. 1925\u2019de diyordu ki : \u201cMedeniyim diyen T\u00fcrkiye Cumhuriyeti halk\u0131 zihniyetiyle medeni oldu\u011funu isbat ve izh\u00e2r etmek mecburiyetindedir\u2026. Aile hayaliyle, ya\u015fay\u0131\u015f tarziyle medeni oldu\u011funu g\u00f6stermek mecburiyetindedir”. 1927\u2019de de \u201cTapt\u0131\u011f\u0131m\u0131z ve yapmakta oldu\u011fumuz inkil\u00e2plar\u0131n gayesi T\u00fcrkiye Cumhuriyeti halk\u0131n\u0131 tamamen asri ve b\u00fct\u00fcn m\u00e2na ve e\u015fk\u00e2liyle medeni bir heyet-i i\u00e7timaiye haline isal etmektir. \u0130nk\u0131l\u00e2b\u0131m\u0131z\u0131n umde-i asliyesi budur”. \u201cBe\u015f alt\u0131 sene i\u00e7inde kendimizi kurtarm\u0131\u015fsak bu, zihniyetimizdeki tebedd\u00fcldendir. Zihniyet de\u011fi\u015fikli\u011fi, topyek\u00fbn de\u011fi\u015fme; i\u015fte bu kelimelerde Atat\u00fcrk\u2019\u00fcn radikal devrimci modernle\u015fme fikri ifadesini bulmaktad\u0131r. Malinovski\u2019nin t\u00e2biriyle gaye, T\u00fcrk cemiyet d\u00fczenini, y\u00e2ni i\u00e7timai, madd\u00ee ve m\u00e2nevi medeniyetini Bat\u0131 medeniyeti tipine \u00e7evirmektir. T\u00fcrkiye\u2019yi bat\u0131l\u0131 bir millet yapmakt\u0131r. Modernle\u015fme, Atat\u00fcrk taraf\u0131ndan asrile\u015fme, muas\u0131r medeniyet seviyesine eri\u015fme<\/em> veya garpl\u0131la\u015fma<\/em> terimleriyle ifade olunmu\u015ftur.<\/p>\n\n\n\n

1924 \u015fubat\u0131nda dedi ki: \u201cmedeniyetegirmek arzu edip de Garb’a tevecc\u00fch etmemi\u015f devlet hangisidir?”<\/em>. \u015e\u00fcphesiz modernle\u015fme, zaruri olarak bat\u0131l\u0131la\u015fma de\u011fildir. Bug\u00fcn bir \u00e7ok milletler, mesel\u00e2 Araplar modernle\u015fmek istediklerini, fakat bat\u0131l\u0131la\u015fmak istemediklerini il\u00e2n etmektedirler. Bu fikirde olanlar Bat\u0131 k\u00fclt\u00fcr\u00fcn\u00fcn mayas\u0131nda tarih\u00ee h\u0131ristiyan k\u00fclt\u00fcr\u00fcn\u00fc bulurlar ve ondan insan\u00ee ve akl\u00ee olan ilmi ve teknolojiyi ay\u0131rt etmek isterler. Ziya Pa\u015fa daha 1869 da : \u201cAvrupal\u0131ya taklit ile ileri gitmek d\u00e2iresinde bulundu\u011fumuz halde Avrupa’da c\u00e2ri olan ri\u00e2yet-i kan\u00fbn ve icr\u00e2y-\u0131 ahk\u00e2m-\u0131 m\u00fck\u00e2fat ve m\u00fcc\u00e2z\u00e2t ve terakki-i sanayi ve tevs\u00ee-i tic\u00e2ret ve tem\u00een-i hukuk ve us\u00fbl-i me\u015fveret-i milliye gibi esb\u00e2b-\u0131 terakkiden hi\u00e7 birini taklit etmeyip fakat tiyatro yapmak baloya gitmek, zevcesini k\u0131skanmamak, tah\u00e2retsiz gezmek misill\u00fb \u015feylerde tatbik-i harekete \u00e7al\u0131\u015ft\u0131\u011f\u0131m\u0131z\u0131”<\/em> ve ahl\u00e2k-\u0131 milliyeyi bozdu\u011fumuzu yaz\u0131yordu. \u0130\u015fte bug\u00fcn m\u00fcsl\u00fcman memleketlerinin baz\u0131lar\u0131 ayn\u0131 d\u00fc\u015f\u00fcnceye t\u00e2bidirler.<\/p>\n\n\n\n

\u015eu halde Bat\u0131 medeniyeti ger\u00e7ekte nedir? K\u00fclt\u00fcr ve medeniyet bahsinde oldu\u011fu gibi bu meselede de ancak bir yorumlama bahis konusu olabilir. Bat\u0131 medeniyetini yorumlayanlar\u0131n baz\u0131lar\u0131 onu, evvel\u00e2 topyek\u00fbn Bat\u0131ya mahsus tarih\u00ee geli\u015fmelerin do\u011furdu\u011fu i\u00e7tima\u00ee bir kompleks \u015feklinde tel\u00e2kki ederler. Buna kar\u015f\u0131 ba\u015fkalar\u0131, modern Avrupa\u2019n\u0131n do\u011fu\u015funda muayyen bir unsurun a\u011f\u0131rl\u0131k noktas\u0131 te\u015fkil etti\u011fine kanidirler. J. Atat\u00fcrk i\u00e7in her hareketimize ilim zihniyeti<\/em>, b\u00fct\u00fcn k\u00fclt\u00fcre \u015fekil veren temel prensip ve bir hayat g\u00f6r\u00fc\u015f\u00fc olarak h\u00e2kim olmal\u0131d\u0131r. Bat\u0131 medeniyeti, bu insan\u00ee \u00fcniversel prensipin mahsul\u00fc oldu\u011fu i\u00e7in birdir. Bunun i\u00e7indir ki o, devlet ve cemiyet hayat\u0131nda, d\u00fcnyev\u00ee ya\u015fay\u0131\u015f\u0131m\u0131zda, mistik ve \u0130l\u00e2hi temele dayanan her t\u00fcrl\u00fc m\u00fcessesenin h\u00e2kimiyetine son vermedik\u00e7e modernle\u015fmenin m\u00fcmk\u00fcn olmad\u0131\u011f\u0131na inan\u0131yordu.<\/p>\n\n\n\n

T\u00fcrkiye\u2019nin, ilim zihniyetinin yerle\u015fmesiyle modernle\u015fece\u011fi fikri \u00fczerinde son yirmi y\u0131l i\u00e7inde bilhassa iki T\u00fcrk d\u00fc\u015f\u00fcn\u00fcr\u00fc etrafl\u0131 bir \u015fekilde durmu\u015flard\u0131r. Ord. Prof. Ayd\u0131n Say\u0131h\u2019ya g\u00f6re \u00e7a\u011f\u0131m\u0131z\u0131n en ileri ve en medeni cemiyetleri ilim zihniyetine t\u00e2bi cemiyetlerdir. Zira ilim, i\u00e7timai \u015fartlar\u0131 a\u015fan objektif mahiyetile gelenekleri bertaraf eder, cemiyete de\u011fi\u015fme ve dinamizm getirir. Bu cemiyetler yeni durumlara b\u00fcy\u00fck bir intibak kabiliyetini haizdir ve bunun sonucu s\u00fcratli ilerlemeler yaparlar. Bu ilerlemeler sonsuzdur. Kez\u00e2 ilim, anprik teknolojiye kar\u015f\u0131 ileri bir teknoloji getirir ve cemiyetin istihsal g\u00fcc\u00fcn\u00fc ve refah seviyesini y\u00fckseltir.<\/p>\n\n\n\n

Prof. M\u00fcmtaz Turhan ise, medeniyet ve k\u00fclt\u00fcr aras\u0131nda mahiyet fark\u0131 bulan sosyologlara kat\u0131l\u0131r ve ger\u00e7ek bat\u0131l\u0131la\u015fmay\u0131 ilm\u00ee zihniyet ve teknolojiden bekler. Ona g\u00f6re. Bat\u0131 medeniyeti \u201ctamamiyle rasyonel m\u00fcnasebetlerin bir terkibidir\u201d. Esas unsurlar\u0131 da ilim, teknik, hukuk ve h\u00fcrriyettir. Bir k\u00fclt\u00fcr olarak Bat\u0131 k\u00fclt\u00fcr\u00fcn\u00fc benimsemek imk\u00e2ns\u0131zd\u0131r. Fakat Bat\u0131 medeniyetinin esas unsurlar\u0131n\u0131 benimsemek m\u00fcmk\u00fcnd\u00fcr. Modernle\u015fme de budur. Bu sebepten maarifi geni\u015fletmek, ilm\u00ee zihniyeti benimsemi\u015f \u00e2lim ve m\u00fctehass\u0131slar\u0131n miktar\u0131n\u0131 artt\u0131rmak modernle\u015fmeye g\u00f6t\u00fcren en k\u0131sa yoldur.<\/p>\n\n\n\n

Max Weber de rasyonelle\u015fmeyi Bat\u0131 medeniyetinin en belirli vasf\u0131 olarak g\u00f6r\u00fcr ve Bat\u0131 devlet kavram\u0131 \u00fczerinde durur. Ona g\u00f6re rasyonel devlet, Bat\u0131 medeniyetine h\u00e2s bir kavramd\u0131r. Bu suretle bat\u0131l\u0131 modern devlet, cemiyeti, kitlenin refah ve saadeti gayesiyle rasyonel bir tarzda te\u015fkil\u00e2tland\u0131ran, topluluklar\u0131n zira\u00ee, sana\u00ee. ticar\u00ee ve i\u00e7tima\u00ee yap\u0131s\u0131n\u0131 ve faaliyetlerini yak\u0131ndan kontrol eden ve d\u00fczenleyen, pl\u00e2nla\u015ft\u0131ran bir devlet tipidir. Do\u011fulu devlet, bunun tersine, her \u015feyi tabiat \u00fcst\u00fc kuvvetlere b\u0131rakan, i\u00e7timai faaliyetleri mistik men\u015feden bir hukuka dayand\u0131ran sathi bir idare \u015fekli temsil eder. 2. \u0130\u015f b\u00f6l\u00fcm\u00fc ve i\u00e7timai farkl\u0131la\u015fma ilerlemi\u015f oldu\u011fu gibi i\u00e7timai seyyaliyet en y\u00fcksek derecede ve bunu sa\u011flayan haberle\u015fme, ula\u015ft\u0131rma vas\u0131talar\u0131 m\u00fctek\u00e2mil;<\/p>\n\n\n\n

Bug\u00fcn modern cemiyet kar\u015f\u0131s\u0131nda, geli\u015fmemi\u015f geleneksel cemiyet mefhumu ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n\n\n\n

Reva\u00e7ta olan bir iktisad\u00ee geli\u015fme teorisine g\u00f6re, geli\u015fmemi\u015f cemiyetin en g\u00f6ze \u00e7arpan vasf\u0131, y\u00fcksek n\u00fcfus art\u0131\u015f\u0131 nisbetine kar\u015f\u0131 yetersiz gelir art\u0131\u015f\u0131 ve bunun neticesinde daim\u00ee bir fakirle\u015fmedir. D\u00fc\u015f\u00fck hayat standardiyle beraber sermaye birikiminde yetersizlik, ilk ihtiya\u00e7lar\u0131n tatminine m\u00fcnhas\u0131r basit bir ya\u015fama tarz\u0131, gelenek\u00e7ilik geri cemiyetlerin vas\u0131flar\u0131 aras\u0131ndad\u0131r. Modern cemiyetle geleneksel cemiyet aras\u0131nda en b\u00fcy\u00fck fark ilerleme temposundad\u0131r.<\/p>\n\n\n\n

Atat\u00fcrk, daha 1923 de T\u00fcrkiye\u2019nin modernle\u015fmesi i\u00e7in refah devleti gayesini g\u00f6stermi\u015fti. O tarihte \u0130zmir\u2019de toplanm\u0131\u015f olan iktisat kongresinde s\u00f6ylenmi\u015f olan \u015fu s\u00f6zler onundur :<\/p>\n\n\n\n

“Bence halk devri, iktisat devri mefhumiyle ifade olunur, \u00f6yle bir iktisat devri ki, onda memleketimiz mamur olsun, milletimiz m\u00fcreffeh olsun ve zengin olsun… Fakr\u0131 fazilet bilmek felsefesine de iktisat devri hitam versin…\u201d<\/em><\/p>\n\n\n\n

1937\u2019 de daha a\u00e7\u0131k olarak \u201cb\u00fcy\u00fck d\u00e2vam\u0131z en medeni ve en m\u00fcreffeh millet olarak varl\u0131\u011f\u0131m\u0131z\u0131 y\u00fckseltmektir\u2026. Bu te\u015febb\u00fcste ba\u015far\u0131 ancak t\u00f6reli bir pl\u00e2nla ve rasyonel tarzda \u00e7al\u0131\u015fmakla olur.\u201d \u201cMilletimizi en geni\u015f refah vas\u0131ta ve kaynaklar\u0131na sahip k\u0131laca\u011f\u0131z\u201d (1933).<\/p>\n\n\n\n

Atat\u00fcrk devrinde rasyonel devlet, ekonomik – sosyal hayatta, terbiyede ve k\u00fclt\u00fcrde muayyen bir gayeye g\u00f6re d\u00fczenleyici devlet mefhumunun uygulanmas\u0131na giri\u015fmi\u015ftir. Cemiyetin temellerine kadar inen bir devlet faaliyeti, tamamiyle rasyonel metodlara ve rasyonel bir hukuka dayand\u0131r\u0131lmak istenmi\u015ftir. Fakat bug\u00fcn ac\u0131 ile m\u00fc\u015fahede etmek mecburiyetindeyiz ki, Atat\u00fcrk\u2019\u00fcn \u00f6l\u00fcm\u00fcnden \u00e7eyrek as\u0131r sonra T\u00fcrkiye h\u00e2l\u00e2 geli\u015fmemi\u015f memleketler aras\u0131ndad\u0131r. Modernle\u015fme ger\u00e7ekle\u015fmemi\u015ftir. Bug\u00fcn bir d\u00f6n\u00fcm noktas\u0131na gelmi\u015f bulunuyoruz. Durum \u015fudur :<\/p>\n\n\n\n

\u0130ktisad\u00ee problem, modernle\u015fme buhran\u0131n\u0131n esas konusu olmakta devam ediyor. T\u00fcrkiye geli\u015fmemi\u015f memleketleri tehdit eden f\u00e2sid daire i\u00e7indedir. Rekor seviyede bir n\u00fcfus art\u0131\u015f\u0131na kar\u015f\u0131l\u0131k gelir yeter derecede bir kalk\u0131nmay\u0131 sa\u011fl\u0131yacak miktarda artmamakta, daim\u00ee bir fakirle\u015fme ve bundan do\u011facak i\u00e7tima\u00ee ve siyas\u00ee tehlikeler memleketi tehdit etmektedir. Son kalk\u0131nma pl\u00e2n\u0131m\u0131za g\u00f6re, T\u00fcrkiye\u2019de n\u00fcfus ba\u015f\u0131na gelir modern cemiyetlerden on defa d\u00fc\u015f\u00fckt\u00fcr. Okuma yazma bilmiyenler % 61 dir. \u015eehirlerde meskenlerin % 30\u2019 u oturulam\u0131yacak seviyededir. Kara sapan miktar\u0131 1948 den 1958 e yar\u0131m milyon artm\u0131\u015ft\u0131r. \u0130ktisat\u00e7\u0131lar\u0131n geri cemiyetler i\u00e7in kulland\u0131klar\u0131 hangi \u00f6l\u00e7\u00fcy\u00fc tatbik ederseniz, T\u00fcrkiye\u2019yi geli\u015fmemi\u015f bir cemiyet olarak bulacaks\u0131n\u0131z.<\/p>\n\n\n\n

Bu durumun sebebi nedir ?<\/p>\n\n\n\n

T\u00fcrkiye\u2019de rasyonel devlet, Bat\u0131\u2019dakinden farkl\u0131 bir \u015fekilde ortaya \u00e7\u0131km\u0131\u015f ve tamamiyle uygulanamam\u0131\u015ft\u0131r. Modernle\u015fme, Bat\u0131\u2019da uzun bir tek\u00e2m\u00fcl neticesinde a\u015fa\u011f\u0131dan, kitlenin geleneksel cemiyeti de\u011fi\u015ftirmesi \u015feklinde olmu\u015f; T\u00fcrkiye\u2019de ise devletin ve ayd\u0131n bir z\u00fcmrenin devrim hareketi olarak yukar\u0131dan gelmi\u015ftir. Bu durum, i\u00e7tima\u00ee ve siyas\u00ee geli\u015fmemizde, m\u00fccadele ve buhranlar\u0131m\u0131zda b\u00fcy\u00fck bir rol oynam\u0131\u015f g\u00f6r\u00fcnmektedir. E\u011fitim nimetlerinden mahrum, mistik zihniyete sahip, taradisyonalizmin h\u00e2kim oldu\u011fu kitlede, modernle\u015fmeye kar\u015f\u0131 bir direnme kendini g\u00f6stermi\u015f ve kitlenin rey sahibi oldu\u011fu siyas\u00ee iktidar m\u00fccadelesi devrinde ise, siyaset\u00e7iler bu cereyandan istifade etme\u011fi denemi\u015flerdir. Gelenek\u00e7ilik te\u015fvik olunmu\u015f ve kitlenin muhafazak\u00e2r hisleri ayd\u0131nlara kar\u015f\u0131 bir d\u00fc\u015fmanl\u0131k haline getirilme\u011fe \u00e7al\u0131\u015f\u0131lm\u0131\u015ft\u0131r. T\u00fcrkiye bug\u00fcn bu ger\u00e7ekleri a\u00e7\u0131k\u00e7a tesbit etmi\u015ftir ve yeni bir hamle ile rasyonel modern devleti kurmak \u00e7abas\u0131 i\u00e7indedir.<\/p>\n\n\n\n
