Ahmet Bayturs\u0131nul\u0131\u2019n\u0131n alfabe konusundaki giri\u015fiminde ba\u015fta \u0130lminskiy olmak \u00fczere Rus bilim adamlar\u0131n\u0131n Arap alfabesinin Kazak\u00e7ay\u0131 yazmada yetersiz kald\u0131\u011f\u0131 telkini yan\u0131nda bu durumun da etkili oldu\u011fu tahmin edilebilir. \u00c7\u00fcnk\u00fc Bayturs\u0131nul\u0131, Ib\u0131ray Alt\u0131nsarin\u2019in fikirleri do\u011frultusunda e\u011fitim veren bir \u00f6\u011fretmen okulunda okumu\u015ftur (Alibekiro\u011flu, 2021, s. 9). Hatta dil bilim ve Kazak grameri altyap\u0131s\u0131n\u0131 bu okulda kazand\u0131\u011f\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n\n\n\n Bir taraftan Rus-Kazak okullar\u0131, di\u011fer taraftan \u0130smail Gasp\u0131ral\u0131\u2019n\u0131n usul-i cedit okullar\u0131, bir taraftan da eski usulde Arap alfabesi ile din\u00ee e\u011fitimin yap\u0131ld\u0131\u011f\u0131 1900\u2019l\u00fc y\u0131llar\u0131n ba\u015f\u0131nda bilim adamlar\u0131n\u0131n kafas\u0131ndaki karma\u015fa alfabe konusunda ya\u015fanan karma\u015fadan az de\u011fildir. Bunu, Ahmet Bayturs\u0131nul\u0131\u2019n\u0131n \u00c7uva\u015f k\u00f6kenli Rus bilim adam\u0131 Alektorov ile g\u00f6r\u00fc\u015fmesinden sonra tavr\u0131n\u0131n de\u011fi\u015fmesinden anl\u0131yoruz.<\/p>\n\n\n\n 1891-1895 y\u0131llar\u0131 aras\u0131nda \u00f6\u011fretmen okulunda okuyan Bayturs\u0131nul\u0131\u2019n\u0131n \u00f6\u011fretmenlik yapt\u0131\u011f\u0131 d\u00f6nem, ayn\u0131 zamanda fikirlerinin de olgunla\u015ft\u0131\u011f\u0131 y\u0131llard\u0131r. Bu d\u00f6nemde kazand\u0131\u011f\u0131 en \u00f6nemli konulardan birisi Ruslar\u0131n Kazaklara bak\u0131\u015f a\u00e7\u0131s\u0131 ve niyetleri hakk\u0131nda \u00f6\u011frendikleridir. Bayturs\u0131nul\u0131; Kazak tarihi, etnografyas\u0131, dili ve folkloru hakk\u0131nda ara\u015ft\u0131rma yapan O. Alektorov ile 1896\u2019da Omsk\u2019ta bulu\u015fur. Alektorov, \u0130lminskiy\u2019nin \u00e7al\u0131\u015fmalar\u0131n\u0131n amac\u0131n\u0131n Kazaklar\u0131 e\u011fitmek de\u011fil, onlar\u0131 Hristiyanla\u015ft\u0131rmak ve Rusla\u015ft\u0131rmak ama\u00e7l\u0131 misyonerlik oldu\u011funu anlat\u0131r. Bu g\u00f6r\u00fc\u015fmeden sonra Bayturs\u0131nul\u0131\u2019n\u0131n duygu ve d\u00fc\u015f\u00fcnce d\u00fcnyas\u0131 de\u011fi\u015fir (Biray, 2011, s. 18). Kazaklar\u0131n e\u011fitilmesi, e\u011fitim i\u00e7in okullar\u0131n a\u00e7\u0131lmas\u0131, okuma yazman\u0131n kolay \u00f6\u011frenilebilmesi ve anla\u015f\u0131l\u0131r olmas\u0131 i\u00e7in fonetik bir Kazak alfabesi olmas\u0131 gerekti\u011fi fikirleri, \u0130smail Gasp\u0131ral\u0131\u2019n\u0131n usul-i savtiyesini Kazak\u00e7aya uygulama d\u00fc\u015f\u00fcncesiyle olu\u015fmu\u015ftur (\u015eirin User, 2006, s. 288). Ancak bu arada Bayturs\u0131nul\u0131\u2019n\u0131n duygu ve d\u00fc\u015f\u00fcnce d\u00fcnyas\u0131ndaki de\u011fi\u015fmeye sebep olan ikinci olay ger\u00e7ekle\u015fir. Bayturs\u0131nul\u0131 1909 y\u0131l\u0131nda tutuklan\u0131p 1910 y\u0131l\u0131nda Or\u0131nbor\u2019a (Orenburg) s\u00fcrg\u00fcne g\u00f6nderilir (Alibekiro\u011flu, 2021, s. 10). 1912 y\u0131l\u0131nda Kazak<\/em> gazetesi ve Aykap<\/em> dergisinde yay\u0131mlanan yaz\u0131lar\u0131nda, d\u00fczenlenecek Kazak alfabesinin nas\u0131l olmas\u0131 gerekti\u011fini de yazm\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 1912a, s. 84-86; 1912b, s. 104).<\/p>\n\n\n\n 1912 y\u0131l\u0131nda Aykap<\/em> dergisinin 4 ve 5. say\u0131lar\u0131nda yay\u0131mlad\u0131\u011f\u0131 \u201cJazuv Tertibi\u201d ba\u015fl\u0131kl\u0131 makalesinde, Kazak\u00e7ay\u0131 iki t\u00fcrl\u00fc okuman\u0131n (tahsil g\u00f6rme) m\u00fcmk\u00fcn oldu\u011funu belirterek bunun birincisinin Rus\u00e7a oldu\u011funu, Rus\u00e7ay\u0131 hakk\u0131yla \u00f6\u011frenmenin de bir ki\u015fi i\u00e7in 10-15 sene alaca\u011f\u0131n\u0131 ancak M\u00fcsl\u00fcmanca Kazak\u00e7a \u00f6\u011frenmenin ise birka\u00e7 y\u0131l alaca\u011f\u0131n\u0131 belirtmektedir. Rus\u00e7an\u0131n bu kadar uzun zaman almas\u0131n\u0131n sebebini ise dil \u00f6\u011frenmeden dolay\u0131 oldu\u011funu belirterek hakk\u0131yla Rus\u00e7a okuma yazmay\u0131 \u00f6\u011frenmenin en az 8-9 y\u0131l alaca\u011f\u0131n\u0131, yine hakk\u0131yla Kazak\u00e7a yazmay\u0131 \u00f6\u011frenmenin sadece bir veya iki y\u0131l alaca\u011f\u0131n\u0131 vurgulam\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 1912a, s. 84). M\u00fcsl\u00fcmanca Kazak\u00e7a derken kastetti\u011fi, kendisinin Kazak\u00e7a yazmak i\u00e7in d\u00fczenledi\u011fi okuma sistemidir. Bu sistemde Kazak\u00e7adaki b\u00fct\u00fcn \u00fcnl\u00fcler temsil edilmektedir. Kazak\u00e7ada olmayan veya kullan\u0131lmayan \u00fcns\u00fczlerin harfleri alfabeden \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 1912a, s. 84-86; 1912b, s. 104-107). Bu makalede dikkat \u00e7eken hususlardan en \u00f6nemlisi kelimede i\u015fitilen b\u00fct\u00fcn seslerin harf olarak yaz\u0131lmas\u0131 gerekti\u011fi d\u00fc\u015f\u00fcncesinin esas al\u0131nd\u0131\u011f\u0131d\u0131r (Bayturs\u0131nul\u0131, 2013, s. 540).<\/p>\n\n\n\n Bu d\u00fczenlemeyle olu\u015fan Kazak alfabesinde 24 harf vard\u0131r. Bu 24 harften be\u015fi \u00fcnl\u00fc, on yedisi \u00fcns\u00fcz, ikisi ise yar\u0131 \u00fcnl\u00fcy\u00fc kar\u015f\u0131layan harflerdir (Bayturs\u0131nul\u0131, 1912a, s. 85). Bu d\u00fczenlemede \u00fcnl\u00fcleri kar\u015f\u0131layan harfler \u015funlard\u0131r:<\/p>\n\n\n\n Tablo 1. \u00dcnl\u00fcler (Bayturs\u0131nul\u0131, 1912a, s. 85)<\/a><\/p>\n\n\n\n Bu be\u015f harfle Kazak\u00e7adaki sekiz \u00fcnl\u00fc kar\u015f\u0131lanmaktad\u0131r. Bu harfler sade yaz\u0131ld\u0131\u011f\u0131 zaman kal\u0131n, kelimenin \u00f6n\u00fcne \u00fcnl\u00fcleri ince okutmak i\u00e7in kullan\u0131lan bir hemze (\u0621) getirildi\u011fi zaman ise ince okunmaktad\u0131r. B\u00f6ylece Ahmet Bayturs\u0131nul\u0131\u2019n\u0131n d\u00fczenledi\u011fi yeni alfabede be\u015f harfle dokuz \u00fcnl\u00fc yaz\u0131labilmektedir (Bayturs\u0131nul\u0131, 1912a, s. 86).<\/p>\n\n\n\n Bu \u00fcnl\u00fclerin tamam\u0131 k\u0131sa \u00fcnl\u00fcd\u00fcr. Ancak Bayturs\u0131nul\u0131\u2019n\u0131n yar\u0131 \u00fcnl\u00fc kabul etti\u011fi ve alfabede harf olarak kar\u015f\u0131l\u0131\u011f\u0131 olan iki ses daha vard\u0131r. Bayturs\u0131nul\u0131 bunlar\u0131, \u06cb \u04ef, \u06cc\u0647 \u016b<\/em> \u015feklinde g\u00f6stermi\u015ftir (Bayturs\u0131nul\u0131, 1912a, s. 85). Bu harflerin bug\u00fcnk\u00fc Kazak\u00e7an\u0131n kullan\u0131m\u0131nda \u06cb \u016b, \u016bw<\/em> ve \u06cc\u0647 \u012b, \u012by<\/em> seslerinin kar\u015f\u0131l\u0131\u011f\u0131 olup, uzun u<\/em> \u015feklinde telaffuz edilirken ard\u0131ndan bir \u00e7ift dudak v<\/em>\u2019si \u00e7\u0131kmaktad\u0131r. Yine \u06cc\u0647<\/em>harfi uzun i<\/em> \u015feklinde telaffuz edilip ard\u0131ndan bir y<\/em> sesi \u00e7\u0131kmaktad\u0131r. Bunlardan \u06cb<\/em> harfi ile kar\u015f\u0131lanan yar\u0131 \u00fcnl\u00fc, genellikle fiilin mastar \u015feklinde kullan\u0131lmas\u0131nda do\u011fu T\u00fcrk\u00e7esinde -mak\/-mek<\/em> yerine kullan\u0131lan ektir. Bir uzun \u00fcnl\u00fc (\u016b, \u016bw)<\/em> \u015feklinde telaffuz edilmesi, kendisinden \u00f6nce bir \u00fcns\u00fcz\u00fcn d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc \u00e7a\u011fr\u0131\u015ft\u0131rmaktad\u0131r. Bayturs\u0131nul\u0131 bu uzunlu\u011fu,\u06cb \u016b<\/em> \u00fcnl\u00fcs\u00fcn\u00fcn bir \u00fcnl\u00fcden sonra gelmesinden dolay\u0131 uzun oldu\u011funu ve yar\u0131 \u00fcnl\u00fc olarak telaffuz edildi\u011fi \u015feklinde de\u011ferlendirmektedir (Bayturs\u0131nul\u0131, 2013, s. 540). Uzunlu\u011fu, kendisinden \u00f6nce ekin ba\u015fka bir \u00fcns\u00fcz ile birlikte kullan\u0131ld\u0131\u011f\u0131n\u0131 ve onun d\u00fc\u015fmesi sonucu \u00fcnl\u00fcn\u00fcn uzamas\u0131n\u0131 hat\u0131rlatmaktad\u0131r. Bayturs\u0131nul\u0131, yar\u0131 \u00fcnl\u00fc dedi\u011fi \u06cc\u0647 \u012b, \u012by<\/em> harfleri i\u00e7in de ayn\u0131 hat\u0131rlatmay\u0131 yapar. Bu sesin, bir \u00fcnl\u00fcden sonra geldi\u011finde uzun i<\/em> veya iy<\/em> \u015feklinde telaffuz edildi\u011fi i\u00e7in b\u00f6yle oldu\u011funu belirtir (Bayturs\u0131nul\u0131, 1912b, s. 104). Harf genellikle Arap\u00e7a ve Fars\u00e7adan ge\u00e7en kelimelerdeki nispet i<\/em>\u2019si iken T\u00fcrk\u00e7e kelimelerde de i<\/em> \u00fcnl\u00fcs\u00fcnden sonra y<\/em> \u00fcnl\u00fcs\u00fcn\u00fcn geldi\u011fi durumlarda kullan\u0131l\u0131\u015f\u0131 yayg\u0131nla\u015fm\u0131\u015ft\u0131r.<\/p>\n\n\n\n Ahmet Bayturs\u0131nul\u0131\u2019n\u0131n d\u00fczenledi\u011fi alfabedeki \u00fcns\u00fczler ve \u00fcns\u00fczlerle ilgili ayr\u0131nt\u0131lar ise \u015f\u00f6yledir:<\/p>\n\n\n\n Tablo 2. \u00dcns\u00fczler (Bayturs\u0131nul\u0131, 1912a, s. 85)<\/a><\/p>\n\n\n\n Bu durumda alfabede g\u00f6sterme i\u015fareti denilen hemze d\u0131\u015f\u0131nda yirmi d\u00f6rt harf bulunmaktad\u0131r (Bayturs\u0131nul\u0131, 1912a, s. 85).<\/p>\n\n\n\n Bayturs\u0131nul\u0131 kaf (\u0642 )<\/em> ve gay\u0131n (\u063a)<\/em> harflerinin daima kal\u0131n telaffuz edildi\u011fini; kef (\u0643), gef (\u06af)<\/em> ve e (\u06cc\u0647)<\/em> harflerinin ise daima ince telaffuz edildi\u011fini; bunlar\u0131 \u00e7\u0131kar\u0131nca mevcut \u00fcns\u00fczlerin hem kal\u0131n hem de ince \u015fekilde telaffuz edilebildi\u011fini; dolay\u0131s\u0131yla mevcut alfabeyle Kazak\u00e7adaki 38 \u00fcns\u00fcz\u00fc kar\u015f\u0131lad\u0131\u011f\u0131n\u0131; buna sadece kal\u0131n ve sadece ince telaffuz edilen 5 harf d\u00e2hil edildi\u011finde alfabenin Kazak\u00e7ada olmas\u0131 gereken 43 sesi kar\u015f\u0131lad\u0131\u011f\u0131n\u0131 s\u00f6yleyerek Arap alfabesinde bu kadar sesi kar\u015f\u0131layacak i\u015faret olmad\u0131\u011f\u0131n\u0131; din yoluyla benimsenen bu alfabe yerine ba\u015fka bir alfabenin al\u0131nmas\u0131n\u0131n \u00e7ok zor oldu\u011funu; dolay\u0131s\u0131yla bu sesleri bu alfabe ile kar\u015f\u0131laman\u0131n uygun olaca\u011f\u0131n\u0131 belirtmi\u015ftir (1912a, s. 86). Alfabeden \u00e7\u0131kar\u0131lanlar i\u00e7inde \u015f<\/em> sesini kar\u015f\u0131layan \u015f\u0131n<\/em> harfi de bulunmaktad\u0131r. Alfabede \u015f<\/em> sesini kar\u015f\u0131lamak \u00fczere \u00e7im<\/em> harfi belirlenmi\u015ftir.<\/p>\n\n\n\n Baz\u0131 harfler ise alfabede kalmas\u0131na ra\u011fmen \u00f6nceki alfabedeki ses de\u011ferinden farkl\u0131 bir sesi kar\u015f\u0131lamaktad\u0131r. Mesela \u0647 (g\u00fczel h)<\/em> harfi eskiden hem \u00fcnl\u00fc hem \u00fcns\u00fcz de\u011feri ta\u015f\u0131rken yeni alfabede sadece e<\/em> sesini kar\u015f\u0131layan bir harf olmu\u015ftur. \u06cc harfi eski \u015fekliyle sadece \u0131<\/em> ve i<\/em> \u00fcnl\u00fcleri ile onun uzun \u015fekillerini, yani sadece \u00fcnl\u00fcleri kar\u015f\u0131lamak \u00fczere alfabede kalm\u0131\u015ft\u0131r. Ancak kelime ba\u015f\u0131 ve ortas\u0131nda altta iki nokta yerine sadece bir bo\u015f di\u015f olarak kullan\u0131lm\u0131\u015ft\u0131r. \u06cc harfinin alt\u0131na iki nokta konarak y<\/em> yar\u0131 \u00fcnl\u00fcs\u00fc kar\u015f\u0131lanm\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 1912b, s. 105).<\/p>\n\n\n\n Yaln\u0131z makalenin ilerleyen b\u00f6l\u00fcm\u00fcnde Bayturs\u0131nul\u0131\u2019n\u0131n \u201cDav\u0131ss\u0131z d\u0131b\u0131star \u00fc\u015fin biz m\u0131nav eripterdi al\u0131p turm\u0131z.\u201d diyerek verdi\u011fi \u00fcns\u00fczler i\u00e7inde \u0628 b<\/em>, \u06af g<\/em>, \u0646 n<\/em> \u00fcns\u00fczleri yoktur (Bayt\u0131rs\u0131nul\u0131, 2013, s. 542). Bunlar\u0131, \u00f6ncekileri dikkate alarak sehven yaz\u0131lm\u0131\u015f kabul etsek bile alfabede f<\/em> ile normal ve g\u0131rtlak h<\/em> seslerini kar\u015f\u0131layan harfler yoktur. Bu seslerin Kazak\u00e7ada olmad\u0131\u011f\u0131 i\u00e7in alfabede yer almad\u0131\u011f\u0131 \u00f6ne s\u00fcr\u00fclebilir.<\/p>\n\n\n\n Bayturs\u0131nul\u0131, belirtilen 24 harf d\u0131\u015f\u0131ndaki harflere Arap, Fars ve ba\u015fka T\u00fcrk yaz\u0131 dillerinde gerek duyulsa da Kazak\u00e7ay\u0131 yazmak i\u00e7in ba\u015fka harfleri kullanmaya gerek olmad\u0131\u011f\u0131n\u0131 belirtir (1912a, s. 86).<\/p>\n\n\n\n Bayturs\u0131nul\u0131\u2019n\u0131n d\u00fczenlenen yeni alfabe ile Kazak\u00e7ada var oldu\u011funu d\u00fc\u015f\u00fcnd\u00fc\u011f\u00fc 43 sesi 24 harfle kar\u015f\u0131lad\u0131\u011f\u0131 ifadesi (1912a, s. 85), alfabedeki harf say\u0131s\u0131 olarak Kiril alfabesine esas olmu\u015ftur diyebiliriz.<\/p>\n\n\n\n Bayturs\u0131nul\u0131, yeni alfabeyi d\u00fczenlerken sadece onun \u00f6\u011frenimi ve \u00f6\u011fretiminin kolayl\u0131\u011f\u0131n\u0131 de\u011fil ayn\u0131 zamanda ders kitab\u0131, gazete, dergi ve eserlerin bas\u0131m\u0131n\u0131 da dikkate alm\u0131\u015ft\u0131r. Latin alfabesinin genel olarak kabul\u00fc g\u00fcndeme geldi\u011finde kendisinin d\u00fczenledi\u011fi Arap alfabesini savundu\u011fu yaz\u0131s\u0131nda (Bayturs\u0131nul\u0131, 2013, s. 552-566) 29 harfli Arap alfabenin bas\u0131m\u0131 i\u00e7in iki y\u00fczden fazla harf gerekti\u011fi, bunun en fazla 110\u2019a d\u00fc\u015f\u00fcr\u00fclebildi\u011fi ancak yeni d\u00fczenlenen Kazak alfabesi i\u00e7in bu say\u0131n\u0131n ba\u015flang\u0131\u00e7ta 80-81 civar\u0131nda oldu\u011funu fakat ilerleyen zamanda 41\u2019e d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc belirtmektedir (Bayturs\u0131nul\u0131, 2013, s. 561-562).<\/p>\n\n\n\n Ahmet Bayturs\u0131nul\u0131, 1926 y\u0131l\u0131nda Bak\u00fc\u2019de toplanan T\u00fcrkoloji Kurultay\u0131\u2019na kat\u0131lan Kazak delegelerden birisidir. Bu kurultayda da kurultay\u0131n toplanmas\u0131na sebep olan b\u00fct\u00fcn T\u00fcrk topluluklar\u0131n\u0131n Latin alfabesine ge\u00e7i\u015fini kabul etmemi\u015f ve \u0131srarla kar\u015f\u0131 \u00e7\u0131km\u0131\u015ft\u0131r. Daha sonra bu de\u011fi\u015fikli\u011fe ni\u00e7in kar\u015f\u0131 oldu\u011funun gerek\u00e7elerini de yazm\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 2013, s. 567-575). Bayturs\u0131nul\u0131\u2019n\u0131n Latin alfabesine ge\u00e7i\u015fi kabul etmemesinin sebepleri asl\u0131nda Arap alfabesini kullanan b\u00fct\u00fcn T\u00fcrk topluluklar\u0131n\u0131n ortak sebebi de olabilir. Bu sebeplerin ba\u015f\u0131nda Arap alfabesinin yakla\u015f\u0131k bin y\u0131ld\u0131r kullan\u0131lmas\u0131 vard\u0131r (Bayturs\u0131nul\u0131, 2013, s. 553-554) fakat bunun \u00f6tesinde Bayturs\u0131nul\u0131, Arap ve Latin alfabelerini alt\u0131 ayr\u0131 ba\u015fl\u0131k alt\u0131nda kar\u015f\u0131la\u015ft\u0131rarak (2013, s. 555) kendisine g\u00f6re Latin alfabesinin kabul edilir olmamas\u0131n\u0131n sebeplerini anlat\u0131r. Yine kal\u0131n g<\/em> sesini kar\u015f\u0131lamak \u00fczere birinci kitapta gay\u0131n<\/em> (\u063a) harfi kullan\u0131l\u0131rken (Bayturs\u0131nul\u0131, 1920, s. 11), kitab\u0131n 1927 y\u0131l\u0131ndaki bask\u0131s\u0131nda kal\u0131n g<\/em> sesini kar\u015f\u0131lamak \u00fczere ay\u0131n<\/em> (\u0639) harfi kullan\u0131lm\u0131\u015ft\u0131r (Bayturs\u0131nul\u0131, 1927, s. 11).<\/p>\n\n\n\n 1912 y\u0131l\u0131ndan itibaren d\u00fczenledi\u011fi alfabeyi okullarda da aktif olarak kullanan Bayturs\u0131nul\u0131\u2019n\u0131n teklifi, kabul g\u00f6rm\u00fc\u015f ve yayg\u0131nla\u015fm\u0131\u015ft\u0131r. Ba\u015fkalar\u0131n\u0131n da d\u00fczenledi\u011fi alfabeler olmas\u0131na ra\u011fmen bunlar aras\u0131nda benimsenen, Bayturs\u0131nul\u0131\u2019n\u0131n alfabesi olmu\u015ftur. Bayturs\u0131nul\u0131 sadece alfabe d\u00fczenlemekle kalmam\u0131\u015f Til Kural 1, Til Kural 2<\/em> ve Til Kural 3<\/em> \u015feklinde \u00fc\u00e7 cilt h\u00e2linde Kazak\u00e7an\u0131n gramerini de \u00e7\u0131karm\u0131\u015f, \u00fcniversitede yazd\u0131\u011f\u0131 bu kitab\u0131 okutarak Kazak\u00e7a \u00f6\u011fretecek \u00f6\u011fretmenler de yeti\u015ftirmi\u015ftir.<\/p>\n\n\n\n N. T\u00f6rekulov\u2019un yazd\u0131\u011f\u0131 ve 1924 y\u0131l\u0131nda Moskova\u2019da yay\u0131mlanan Ja\u00f1a Elip-biy nege Kerek<\/em> kitab\u0131, Kazaklar aras\u0131nda olmasa bile Kazak ayd\u0131nlar aras\u0131nda bir alfabe tart\u0131\u015fmas\u0131n\u0131n devam etti\u011fini g\u00f6stermektedir. Alfabe tarihi, Arap alfabesinin tarihi, T\u00fcrklerin kulland\u0131\u011f\u0131 di\u011fer alfabeler ayr\u0131 ba\u015fl\u0131klar alt\u0131nda verilirken (1924, s. 37), \u201cElip-biydi \u00d6zgert\u00fcv Kerek Oy\u0131 Kaydan \u015e\u0131kd\u0131\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda Mirza Fetali Ahundzade\u2019nin alfabe de\u011fi\u015ftirme konusundaki fikirleri, Osmanl\u0131 Devleti\u2019ndeki bu konudaki tart\u0131\u015fmalar (1924, s. 38-49) ele al\u0131n\u0131r. Kendisine g\u00f6re alfabe de\u011fi\u015ftirmenin gereklerini uzun uzun anlatan T\u00f6rekulov, \u201cBizge Kanday Elip-biy Kerek\u201d ba\u015fl\u0131\u011f\u0131 alt\u0131nda ise kabul edilecek olan Latin alfabesinin \u00f6zelliklerini gerek\u00e7eleri ile birlikte anlat\u0131r (1924, s. 60-84). Kitab\u0131n sonunda bir de alfabe tasla\u011f\u0131 verilir. Bu taslak, eklenen g\u0131rtlak h<\/em>\u2019si ve f<\/em> bir tarafa b\u0131rak\u0131lacak olursa Bayturs\u0131nul\u0131\u2019n\u0131n d\u00fczenledi\u011fi alfabenin kopyas\u0131 say\u0131l\u0131r, hatta inceltme i\u015fareti bile korunmu\u015ftur (1924, s. 84). Tavsiye edilen Latin alfabesi Bayturs\u0131nul\u0131\u2019n\u0131n \u00e7er\u00e7evesinden \u00e7\u0131kamam\u0131\u015f, \u00e7izgisini a\u015famam\u0131\u015ft\u0131r.<\/p>\n\n\n\n 1924 y\u0131l\u0131nda Bayturs\u0131nul\u0131\u2019n\u0131n d\u00fczenlemesine sad\u0131k kal\u0131narak yay\u0131mlanan bu kitap, 1926 y\u0131l\u0131nda Latin alfabesini kabul\u00fcn tart\u0131\u015f\u0131laca\u011f\u0131 kurultay i\u00e7in bir kamuoyu olu\u015fturma \u00e7abas\u0131d\u0131r.<\/p>\n\n\n\n 1926 y\u0131l\u0131nda Bak\u00fc\u2019de d\u00fczenlenen kurultayda Latin alfabesinin kabul g\u00f6rmesinden sonra Kazakistan\u2019da da yeni alfabeye ge\u00e7i\u015f \u00e7al\u0131\u015fmalar\u0131 ba\u015flam\u0131\u015ft\u0131r. 1928 y\u0131l\u0131nda yay\u0131mlanan bir kitap\u00e7\u0131ktan (Kazak Ja\u00f1a Al\u0131bbe K\u0131nd\u0131k Kamiteti, 1928) alfabe i\u00e7in bir komite kuruldu\u011fu anla\u015f\u0131lmaktad\u0131r. Bu komite yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar\u0131 kabul edilmek \u00fczere d\u00fczenlenen Latin alfabesi ile yay\u0131mlam\u0131\u015ft\u0131r. Burada dikkat \u00e7eken en \u00f6nemli husus \u00fcnl\u00fc say\u0131s\u0131n\u0131n s\u0131n\u0131rl\u0131 olmas\u0131 ve kelime ba\u015f\u0131nda t\u0131pk\u0131 Bayturs\u0131nul\u0131\u2019n\u0131n yapt\u0131\u011f\u0131 d\u00fczenlemede oldu\u011fu gibi inceltme i\u015faretinin bulunmas\u0131d\u0131r. Yine alfabe de\u011fi\u015ftirme gerek\u00e7eleri i\u00e7erisinde kitap bas\u0131m\u0131ndan ve Latin alfabesinin kitap bas\u0131m\u0131 i\u00e7in uygun oldu\u011fu, Arap alfabesinin daha \u00e7ok elle yazmaya m\u00fcsait oldu\u011fu, bask\u0131da \u00e7\u0131kard\u0131\u011f\u0131 zorluklar ve getirdi\u011fi y\u00fcklerden bahsedilmi\u015ftir (Kazak Ja\u00f1a Al\u0131bbe K\u0131nd\u0131k Kamiteti, 1928, s. 11-17). Asl\u0131nda bu kitap\u00e7\u0131kta ileri s\u00fcr\u00fclen fikirler, Ahmet Bayturs\u0131nul\u0131 ve T\u00f6re Kul aras\u0131ndaki tart\u0131\u015fmada g\u00fcndeme getirilen meseleler ve ileri s\u00fcr\u00fclen fikirlerdir (T\u00f6rekulov, 1924, s. 60). Kitap\u00e7\u0131\u011f\u0131n ba\u015f\u0131ndaki \u201cBul kung\u0131 al\u0131bbege koy\u0131lat\u0131n sarttar\u201d b\u00f6l\u00fcm\u00fcn\u00fcn sonunda okunmas\u0131 tavsiye edilen Ja\u00f1a Al\u0131bbe Jol\u0131nda<\/em> ve Al\u0131bbe Ayt\u0131s\u0131<\/em>[1<\/a>] ad\u0131nda iki kitap vard\u0131r (Kazak Ja\u00f1a Al\u0131bbe K\u0131nd\u0131k Kamiteti, 1928, s. 17). Harf say\u0131s\u0131n\u0131n \u00f6tesinde, kelime ba\u015f\u0131nda kullan\u0131lmak \u00fczere bir de inceltme i\u015faretinin olmas\u0131 dikkat \u00e7ekicidir. Tasarlanan Latin alfabesi ile yaz\u0131lm\u0131\u015f kitap\u00e7\u0131k ayn\u0131 zamanda tasarlaman\u0131n uygulamas\u0131d\u0131r denilebilir. Bu alfabedeki harfler ve inceltme i\u015fareti, 1924\u2019te Moskova\u2019da T\u00f6rekulov taraf\u0131ndan yay\u0131mlanan kitapta (1924, s. 84) tavsiye edilen alfabenin, iki harf hari\u00e7, ayn\u0131s\u0131d\u0131r.<\/p>\n\n\n\n Kazakistan Merkez Komitesinin (Aral\u0131k) 1928\u2019de ald\u0131\u011f\u0131 Latin alfabesine ge\u00e7me karar\u0131n\u0131, Kazakistan Merkezi Uygulama Komitesi Sovyeti ve Sovyet Mill\u00ee Komitesi 24 Ocak 1929 tarihinde onaylam\u0131\u015ft\u0131r. Bu durum, 1 \u015eubat 1929 tarihli E\u00f1bek\u015fi Kazak<\/em> gazetesi ile duyurulur ve 29 Temmuz 1929 tarihinde de Kazakistan Merkezi Uygulama Komitesi yeni alfabeyle kullan\u0131lacak olan Kazak\u00e7an\u0131n imla kurallar\u0131n\u0131 kabul eder (\u015eirin User, 2006, s. 292).<\/p>\n\n\n\n Avez Ul\u0131 ba\u015fkanl\u0131\u011f\u0131nda (sekreter Andijan ul\u0131) Kazakistan Merkezi Uygulama Komitesi taraf\u0131ndan kabul edilen imla kurallar\u0131 \u201cQazaq Ja\u00f1a Emlesi\u201d ad\u0131yla yay\u0131mlan\u0131r. Bu 29 harfin 9\u2019u \u00fcnl\u00fcleri, 20\u2019si \u00fcns\u00fczleri kar\u015f\u0131layan harflerdir. Ancak \u00fcns\u00fczler, ilave edilen h<\/em> \u00fcns\u00fcz\u00fc d\u0131\u015f\u0131nda Bayturs\u0131nul\u0131\u2019n\u0131n alfabesinden farkl\u0131 de\u011fildir; \u00fcnl\u00fcler ise kal\u0131n ve ince \u015fekilleri ayr\u0131 ayr\u0131 belirlendi\u011fi i\u00e7in say\u0131 dokuz olmu\u015ftur. Bu say\u0131, inceltme i\u015fareti ile kullan\u0131m dikkate al\u0131nd\u0131\u011f\u0131nda \u00fcnl\u00fcler de Bayturs\u0131nul\u0131\u2019n\u0131n belirledi\u011fi \u00e7er\u00e7evenin d\u0131\u015f\u0131na \u00e7\u0131km\u0131\u015f say\u0131lmaz.<\/p>\n\n\n\n Ayn\u0131 y\u0131l i\u00e7inde alfabe de\u011fi\u015fikli\u011finden hemen sonra yay\u0131mlanan Ja\u00f1a Arna (Yeni Sistem) Al\u011fask\u0131 J\u0131ld\u0131k \u0130s Kural\u0131<\/em> kitab\u0131, alfabe de\u011fi\u015fikli\u011finin sadece alfabeyle s\u0131n\u0131rl\u0131 kalmad\u0131\u011f\u0131n\u0131, T\u00f6rekulov\u2019un 1924 y\u0131l\u0131nda yeni bir alfabeden beklentilerini belirtti\u011fi konular\u0131n da \u00f6tesine ge\u00e7er. Kazaklar Latin alfabesine ge\u00e7erek yeni bir medeniyet dairesine girmi\u015f olurlar. Bu kitap yeni alfabe ile birlikte kullan\u0131lmas\u0131 gereken b\u00fct\u00fcn de\u011ferlerin anlat\u0131ld\u0131\u011f\u0131 bir k\u0131lavuzdur (Joldabay Ul\u0131, M-\u015eonan Ul\u0131, 1929).<\/p>\n\n\n\n 1929 y\u0131l\u0131nda kabul edilen alfabe, on y\u0131l sonra yeniden bir d\u00fczenlemeye tabi tutulur. Harf say\u0131s\u0131 32\u2019ye y\u00fckselirken baz\u0131 harflerin ses de\u011ferleri de\u011fi\u015ftirilir. Alfabeye \u00f6ncekinde olmayan f, \u00e7ift dudak v<\/em>\u2019sini kar\u015f\u0131lamak \u00fczere u<\/em> ve g\u0131rtlak h<\/em>\u2019sini kar\u015f\u0131lamak \u00fczere x<\/em> harfleri ilave edilmi\u015ftir. Ancak bu d\u00fczenlemedeki en \u00f6nemli husus, alfabedeki harf s\u0131ralamas\u0131n\u0131n Kiril alfabesi esas al\u0131narak d\u00fczenlenmesidir (\u015eirin User, 2006). Bu d\u00fczenlemenin Kiril alfabesine ge\u00e7i\u015fin haz\u0131rl\u0131k a\u015famas\u0131 oldu\u011fu anla\u015f\u0131lmaktad\u0131r. Bir taraftan bu d\u00fczenlemeler yap\u0131l\u0131rken bir taraftan da Kiril alfabesine ge\u00e7i\u015f i\u00e7in toplant\u0131lar yap\u0131lmaktad\u0131r. Nihayet A\u011fustos 1939 tarihli Sotsialistik Kazakstan<\/em> gazetesinde d\u00fczenlenen yeni Kiril alfabesi duyurulur ve 10 Kas\u0131m 1940 tarihinde kabul\u00fc onaylan\u0131r (\u015eirin User, 2006, s. 294).<\/p>\n\n\n\n
