Kemal Pa\u015fa\u2019n\u0131n, Mondros M\u00fctarekesi\u2019nin uygulanmas\u0131na ge\u00e7ildi\u011fi ve bir ttilarfilosunun ba\u015fkente geldi\u011fi, yer yer i\u015fgal hareketlerine giri\u015fildi\u011fi o bunal\u0131ml\u0131 g\u00fcnlerde genel siyasal durum ve \u0130ngilizlerin tutumu hakk\u0131nda kamuoyuna a\u00e7\u0131klad\u0131\u011f\u0131 g\u00f6r\u00fc\u015fleri b\u00fcy\u00fck bir \u00f6nem ta\u015f\u0131maktad\u0131r.     A-Ordu ve Siyaset<\/p>\n\n\n\n

    Mustafa Kemal, bir asker olarak siyasetle u\u011fra\u015fmad\u0131\u011f\u0131m, siyaseti askerli\u011fin ve ordunun u\u011fra\u015f alan\u0131 d\u0131\u015f\u0131nda g\u00f6rd\u00fc\u011f\u00fcn\u00fc \u0131srarla belirtmektedir. Kendi deyimiyle, siyasetle, Sofya, Belgrad ve \u00c7etine Ata\u015femiliterliklerinde bulundu\u011fu 1913-1914 y\u0131llar\u0131nda ilgilenmi\u015ftir. \u00dcstelik bu ilgilenme ya da u\u011fra\u015f yaln\u0131zca \u201csiyasal\u201d olmay\u0131p, g\u00f6revinin gere\u011fi \u201caskeri – siyasal bir u\u011fra\u015f\u201d idi. \u00f6mr\u00fc sava\u015f alanlar\u0131nda ge\u00e7en M. Kemal, kendisini, ordu, sava\u015f ve askeri kanaatler konusunda \u00e7ok yetkili g\u00f6rmekte, ancak, \u201csiyasetten s\u00f6zetmeyi, siyaseti meslek olarak se\u00e7mi\u015f olanlara b\u0131rakmay\u0131 uygun\u201d bulmaktad\u0131r.<\/p>\n\n\n\n

    b-Ordu – Siyasal \u0130ktidar<\/p>\n\n\n\n

    Bu g\u00f6r\u00fc\u015fmede dikkati \u00e7eken bir ba\u015fka nokta, Mustafa Kemal\u2019in siyaset d\u0131\u015f\u0131nda kahp vatan savunmas\u0131 ile u\u011fra\u015fmas\u0131n\u0131 istedi\u011fi ordunun, gerekti\u011finde, \u00fclke siyasetini y\u00f6netenlerin, bir ba\u015fka deyimle siyasal iktidarlar\u0131n verecekleri karara g\u00f6re harekete ge\u00e7ti\u011fini belirtmesidir. O bu konuda bug\u00fcnk\u00fc anlat\u0131mla \u015f\u00f6yle demektedir:<\/p>\n\n\n\n

    e-Kuvvetli Ordu – Ulusal G\u00fc\u00e7<\/p>\n\n\n\n

    M. Kemal, \u00fclkenin genel siyasal durumuna ili\u015fkin ana d\u00fc\u015f\u00fcncesini, \u201cher t\u00fcrl\u00fc siyasetin her t\u00fcrl\u00fc anlam\u0131yla, en \u00e7ok kuvvetli olmak\u201d bi\u00e7iminde \u00f6zetlemektedir. Ancak O\u2019nun \u201cen \u00e7ok kuvvetli olmak\u201dtan anlad\u0131\u011f\u0131, yaln\u0131zca silah kuvveti yani ordunun g\u00fc\u00e7l\u00fc olmas\u0131 de\u011fildir. Kendisi asker oldu\u011fu halde, \u201csilah kuvveti\u201dni, ger\u00e7ek kuvvet bile\u015fkesini olu\u015fturan etkenlerin sonuncusu olarak de\u011ferlendirmektedir. Dolay\u0131s\u0131yla, \u201ckuvvetli olmak\u201d deyimiyle, \u201cmanen, bilimde, teknikte ve ahlak y\u00f6n\u00fcnden kuvvetli olmak\u201d\u0131 kastetmektedir. Bu inanc\u0131n\u0131 ve anlay\u0131\u015f\u0131n\u0131 a\u00e7\u0131klamak i\u00e7in de M.     M\u00fctareke d\u00f6neminde en \u00f6nemli sorun, sava\u015ftan yenik \u00e7\u0131k\u0131lm\u0131\u015f da olsa, \u00fclkenin ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n\u0131n ve ulusun \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn korunmas\u0131 oldu\u011fu i\u00e7in, M. Kemal siyasal durum hakk\u0131ndaki g\u00f6r\u00fc\u015flerini a\u00e7\u0131klarken kendi d\u00fc\u015f\u00fcncesinin mayas\u0131n\u0131 olu\u015fturan bu kavramlara da de\u011finmektedir. \u00dclkenin muhta\u00e7 oldu\u011fu ileri d\u00fczeye ula\u015fabilmesi i\u00e7in, \u00f6zg\u00fcrl\u00fck ve ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131n korundu\u011fu bir ban\u015f ve huzur d\u00f6nemine kavu\u015fulmas\u0131n\u0131 ve ilerleme yolunda s\u00fcrekli \u00e7al\u0131\u015fma evresine girilmesini zorunlu g\u00f6rmektedir. Kemal yer alm\u0131\u015ft\u0131. Hele \u0130ngilizlerin m\u00fctareke h\u00fck\u00fcmlerini a\u015fan isteklerde bulunarak Musul’dan sonra \u0130skenderun\u2019u da i\u015fgal etmek istemeleri, onu adeta isyana ve \u0130stanbul h\u00fck\u00fcmeti ile anla\u015fmazl\u0131\u011fa s\u00fcr\u00fcklemi\u015fti.<\/p>\n\n\n\n

    31 Mart Vak\u2019as\u0131n\u0131 m\u00fcteakip \u0130stanbul’a gelmi\u015f olan Hareket Ordusunun erk\u00e2n-\u0131 harbiyesini idare etmi\u015f ve Trablus-garb muharebesinde Bingazi\u2019ye azimet ve Deme kuvvetlerinin kumandas\u0131n\u0131 der-uhde eylemi\u015fti. Balkan Muharebesinde Gelibolu’daki kuva-yi m\u00fcrettebe erk\u00e2n-\u0131 harbiyesinde bulunmu\u015f ve bil\u00e2hare ordumuzun tekrar ileri hareketine ibtidar eyledi\u011fi zaman Trakya’n\u0131n, bilhassa Meri\u00e7’\u0131n sa\u011f sahilindeki ak\u015fam\u0131n\u0131 istirdad hususunda pek m\u00fchim bir \u00e2mil olmu\u015ftu. Harek\u00e2t-\u0131 harbiyenin ink\u0131ta\u0131 \u00fczerine Sofya Ata\u015femiliterli\u011fine ve Harb-i Umuminin bidayetinde g\u00f6n\u00fcll\u00fc olarak bir F\u0131rka kumandanl\u0131\u011f\u0131na tayin edilmi\u015f ve f\u0131rkasiyle \u00c7anakkale muharebat\u0131n\u0131n ilk g\u00fcn\u00fcnden son g\u00fcn\u00fcne kadar t til\u00e2f kuvvetleriyle m\u00fctemadiyen d\u00f6\u011f\u00fc\u015ferek Artburnu ve Anafartalar muharebat-\u0131 az\u00eemesinin ye\u011f\u00e2ne kahraman\u0131 s\u0131fatiyle paytaht\u0131 p\u00e2y-i istiladan muhafaza eylemi\u015ftir.<\/p>\n\n\n\n

    – Ben siyasetle yaln\u0131z 329 senesinde ** Sofya ve ayn\u0131 zamanda Belgrad ve \u00c7etine Ate\u015femiliterlikleri uhdemde bulundu\u011fu bir sene zarf\u0131nda i\u015ftigal ettim ve tarz-i i\u015ftigalim de s\u0131rf siyasi olmayub askeri – siyasi bir i\u015ftigal idi. Bu memuriyetim m\u00fcddeti istisna edilirse, b\u00fct\u00fcn hayat\u0131m Frablus-garb te, Balkan Muharebesinin safha-i \u00e2hiresinde ve harb-i haz\u0131rda muharebe meydanlar\u0131nda umur-\u0131 askeriye ile i\u015ftigalde ge\u00e7mi\u015ftir. Binaen-aleyh kendimde ordulardan ve muharebelerden ve askeri kanaatlerden bahs etmek i\u00e7in pek v\u00e2si\u2019 sel\u00e2hiyet g\u00f6r\u00fcyorsam da, siyasetten bahs etmek cihetini m\u00fcntesibine terk etme\u011fi muvaf\u0131k bulurum. Ma a-mafih bu ifademle aziz vatan\u0131m\u0131z\u0131n ve bedbaht milletimizin sel\u00e2met ve menfaatine taalluku itibariyle, devletimizin benim de i\u00e7inde ya\u015famakta bulundu\u011fum devrin safahat-\u0131 muhtelifesinde siyaset-i umumiye \u00e2hengine reng-i i\u015ftirakini d\u00fc\u015f\u00fcnmemi\u015f oldu\u011fumu s\u00f6ylemek istemiyorum. Bu hususda muhtelif zamanlara \u00e2id \u00e2m\u00eek d\u00fc\u015f\u00fcncelerimin ve bu d\u00fc\u015f\u00fcncelerin icab ettirdi\u011fi tetkikat\u0131n h\u00fcl\u00e2sas\u0131n\u0131 ve neticesini ifade etmek l\u00e2z\u0131m gelirse diyebilirim ki, ben, \u201cHer t\u00fcrl\u00fc siyasetin her t\u00fcrl\u00fc manasiyle en \u00e7ok kuvvetli olmakta bulundu\u011funu\u201d kabul ederim. \u201cEn \u00e7ok kuvvetli olmak\u201d ta’birinden maksad\u0131m, yaln\u0131z sil\u00e2h kuvveti oldu\u011funu zan etmeyiniz. Bilakis, asker oldu\u011fuma ra\u011fmen bu, bence kuvvet muhassalas\u0131n\u0131 v\u00fccude getiren \u00e2v\u00e2milin sonuncusudur.
